Early Grade Reading Study II:Data Collection Sub Contractor 2
Wave five Specification
The Early Grade Reading Study II, a division of the Wits Health Consortium (Pty) Ltd in association with the Department of Basic Education (DBE), wishes to appoint a Data Collection company to conduct the fifth and final wave of data collection for the evaluation of the study.
This Terms of Reference is for the appointment of a Sub Contractor to conduct instrument piloting and the large-scale collection of data of oral and written reading tests in 181 EGRS II schools over a three week period across the two districts of Ehlanzeni and Gert Sibande, Mpumalanga. The specific undertaking by the appointed service provider will be to:
1. Electronically version data collection instruments onto the Tangerine ® Application or similar, to enable remote pilot and large-scale data collection via Android tablets;
2. Conduct pilot testing of oral and written reading tests to 20 x Grade 4 learners in six pilot schools during 07 and 09 September 2020 in the two districts of Mpumalanga;
a. Two teams of two people must undertake pilot testing of instruments in English and Siswati/or isiZulu using the Tangerine ® App or similar.
b. The appointed Service Provider will ensure fieldworkers have been recruited and adequately prepared, setting aside at least 2 days for training.
3. Conduct the follow-up testing of a sample of 20 x Grade 4 learners per school in the 181 schools of the EGRS II during 02 November to 20 November 2020;
a. 15 teams of two people (30 people in total) must be recruited to lead data collection in the allocated three weeks. The appointed Service Provider will ensure fieldworkers have been adequately prepared, setting aside at least 4 days for training. A day must be set aside for data collection simulation in schools with actual Grade 4 learners.
BID Closing Date : Hand delivered on 10 July 2020 from 08:00 am to 13:00 pm
Completed bid applications in two sealed envelopes must be hand delivered to the Early Grade Reading Study, Wits Health Consortium, 31 Princess of Wales Terrace, Parktown, Johannesburg, 2193 on 10 July 2020 from 08:00 am to 13:00 pm. Incomplete or late applications will be disqualified.
