ANDE : Consultant Needed
Africa based consultants with expertise in evaluating systems change / multistakeholder initiatives / collective impact / networks wanted
In 2017, Aspen Network of Development Entrepreneurs (ANDE) East Africa Chapter conducted the Uganda Entrepreneurial Ecosystem Initiative(UEEI) phase I. WE plan to launch the second phase of the initiative by end of Q1 of 2020. As such, we are looking for an evaluator with expertise in evaluating systems change / multistakeholder initiatives / collective impact / networks.
The overarching evaluation question for the initiative is: To what extent and in what ways have the UEEI activities facilitated increased alignment, improved organizational capabilities, productive collaborations, and new interventions and initiatives among actors in the local Small and Growing Business (SGB)ecosystem? Secondarily, the evaluation should also aggregate the impact of the activities of network participants and the extent to which these members view UEEI as contributing to this impact
- A baseline analysis will be conducted around the initiation of activities, with a mid-point “check in” after 12months and a full follow-on analysis conducted after 24 months. These analyses should each result in a report with findings and lessons/recommendations.
- The evaluator will use appropriate quantitative and qualitative methods including Social Network Analysis (SNA), surveys, and interviews.
