The V&A Waterfront : Terms of Reference
Background to the project:
The Docks will encompass a kitchen incubator that will provide a facility for members to produce their products. In addition, there will be maker spaces (butchery, fishmonger, cheese maker, coffee roastery etc), restaurants, a kitchen studio as well as a market place for fresh produce and ready prepared food.
The V&A Waterfront (“V&A”) will earn membership fees and rental from the various beneficiaries of the project. In order for the project to be viable the V&A partnered with National Treasury’s Jobs Fund. V&A will give funding of R62,9m and the Jobs Fund will provide a grant of R20,6m. The Jobs Fund identified five broad funding windows (focus areas for potential projects).
The Docks, as a project touches on two of the five, namely:
1) Infrastructure Investment ─ for local infrastructure investment projects such as light manufacturing enterprise zones, local market and business hub facilities, critical transport and communication links and upgrading of infrastructure services, which directly enable enhanced investment and job creation.
2) Support for Work Seekers ─ for programmes with a particular focus on unemployed youth such as job search projects, training activities and support for career guidance and placement services.
Over the three-year period of the partnership with the Jobs Fund, commencing on 19 July 2019, The Docks will require a number of evaluations to take place, meaning, diagnostic evaluation, design evaluation, implementation evaluation, impact evaluation, economic evaluation and comparative analysis of the project. These evaluations must be delivered timeously for review before submission deadlines throughout the project.
