Evaluation Purpose and Scope

The purpose of the evaluation is to assess the outcomes and achievements of the Improving Mental Health and Wellbeing in Kenya programme and Comic Relief’s role in these linked to its grant making and grant management approach. To do this, the evaluation will:

  • Assess the relevance and effectiveness of the Mental Health in Kenya Programme
  • Understand how funded partners’ projects improved the lives of people living with mental health conditions and psychosocial disabilities, and how interventions have aligned with and/or responded to the changing priorities, needs and practical requirements in their operating environments
  • Understand the effectiveness of the Mental Health in Kenya programme in relation to its outcomes and Theory of Change
  • Assess whether the programme created the conditions for sustainability for its funded partners’ projects
  • Assess the effectiveness of Comic Relief’s grant making and management approach (this question will cut across the other four).

Evaluation Management

Support will be provided throughout the evaluation by Comic Relief’s Monitoring, Evaluation and Learning Manager and the Programme Manager. Both parties will be available for discussions and questions at any time during the consultancy. At the outset, the consultant(s) will be provided with a project information package of key documentation for review (funding applications, annual reports, case studies, etc).

Schedule and Deliverables

We expect to appoint the successful tenderer by late December 2022, to commence work in early January 2023. We expect the evaluation and all associated deliverables to come to completion in December 2023.
