The SIU is an independent statutory body established by Proclamation R.118 of 31 July 2001, issued in terms of the Special Investigating Units and Special Tribunals Act no. 74 of 1996 as amended (“the SIU act”). The purpose of the SIU is to investigate serious malpractices, maladministration and corruption in connection with the administration of State Institutions, state assets and public money as well as any conduct, which may seriously harm the interest of the public. Furthermore, the purpose of the SIU is to institute and conduct civil proceedings in any court of law or a special tribunal in its own name or on behalf of State Institutions.
The Monitoring and Evaluation Officer will be based in one of the above-mentioned Province and will report to the DSD HIV/ADIS Coordinator and Technical Advisor G2G National Manager. Due to the high levels of HIV infections in the country, USAID has seen an opportunity to partner with DSD to scale up the YOLO programme in KZN and Gauteng provinces for a period of five years. The Uganda Deep Engagement Grant (DEG) is a two-year (2018-2019) project funded by the Elton John AIDS Foundation (EJAF). The project aims to address the high rates of HIV (13.7%) and STI (39%) prevalence among LGBT persons in Uganda and their limited access to health services. The latter is due to prohibitive laws and policies; lack of information; low HIV risk perception and health care seeking behaviour; stigma and discrimination; limited health facilities with KP friendly services; untargeted interventions; negative providers’ attitudes and limited medicine stocks.
