Meet Mamatshiliso (Tshidi) Paulinah Nhlapo – one of the dedicated mentors in SAMEA’s 2025 Emerging Evaluator Programme!

Tshidi is an experienced Monitoring and Evaluation (M&E) Adviser with a strong background in research, project and strategic management, and public sector development. She holds an MBL, an MA in Social Science (Research Psychology), and postgraduate qualifications in M&E and Project Management.

Currently serving at senior management level in the public sector, Tshidi oversees M&E and research functions to strengthen the effectiveness and continuous improvement of public policies, programmes, and projects. As a SAMEA member and mentor, she is committed to guiding the next generation of M&E professionals.

She is also a board member at FASSET, contributing to strategic oversight and national development priorities. Passionate about socio-economic and community development, Tshidi plays a critical role in advancing South Africa’s developmental agenda.

Meet Tessa Klaas MA(c) – one of SAMEA’s 2025 Emerging Evaluators!

Tessa is an Emerging Evaluator at FinMark Capital Limited Trust and is currently pursuing a Master of Arts in Development Studies at the University of Johannesburg. Her research focuses on “The Health Diplomacy between Cuba and South Africa in Response to COVID-19.” With a background in Political Science, International Relations, and Development Studies, Tessa brings expertise in public policy, global development, and international cooperation.

Her key interests in M&E include evidence-based decision-making, African-led evaluation frameworks, policy evaluation, and bridging research with implementation. Tessa is passionate about promoting inclusive growth, strengthening accountability, and ensuring that development efforts are grounded in local realities.

Meet Samuel Sibuye – one of SAMEA’s 2025 Emerging Evaluators!

Samuel is a Junior Analyst at FUEL Trust and holds a Master of Development Studies from the University of Mpumalanga. He has a strong interest in M&E systems development, programme evaluation, and data analysis.

As part of the EE programme, Samuel is gaining valuable experience in evaluation while building the technical skills needed to thrive in the field.

He aspires to become a Senior M&E Officer or Analyst within the next 2–5 years, leading complex evaluations and mentoring junior staff. To get there, he’s focused on sharpening his data analysis capabilities—including data mining, software tools, and data visualisation.

Meet Babalwa Nohlumelo Booi – one of the dedicated mentors in SAMEA’s 2025 Emerging Evaluator Programme!

Babalwa is a Senior Internal Auditor at the Department of Justice & Constitutional Development, with extensive experience in internal auditing, planning, monitoring and evaluation, risk management, and compliance. With a strong background in the public sector, she has led numerous audits focused on performance, governance, and financial oversight, consistently promoting accountability and continuous improvement.

As part of the EE programme, Babalwa is mentoring an Emerging Evaluator, providing guidance rooted in excellence, leadership, and a commitment to professional development.

She holds a Postgraduate Diploma in Internal Auditing and an Advanced Diploma in Accounting Science from UNISA, along with a National Diploma in Internal Auditing. A graduate of the DukeCE IWFSA Middle Management Development Programme, Babalwa is also a runner, hiker, mother of two girls, and an ongoing learner.

Her interests span sustainable development, climate change and the just energy transition, education, social development, policy evaluation, and data analysis.

As part of the EE programme, Mary is hosted by Genesis Analytics, where she is gaining hands-on experience and contributing to impactful evaluation work.

In the next 5–10 years, Mary aspires to become an experienced evaluator and contribute to building and strengthening the M&E practice across sectors.

Kwasi is a results-driven Research, Monitoring, Evaluation, and Learning (MEL) professional with over a decade of experience designing and implementing dynamic M&E systems for development initiatives across Africa, North America, Europe, and Asia. He has collaborated with global partners such as USAID, the Bill & Melinda Gates Foundation, UNFPA, WHO, Global Affairs Canada, and The Global Fund.

Kwasi is mentoring an Emerging Evaluator who is part of SAMEA’s Cohort 3 Emerging Evaluator Progamme, providing guidance rooted in innovation, contextual understanding, and a global perspective.

Meet Zacharia Sosten Grand, PhD. – one of the dedicated mentors in SAMEA’s 2025 Emerging Evaluator Programme!

Dr. Grand is a monitoring and evaluation expert with over 18 years of experience in public health programmes, climate change adaptation, gender analysis, and policy research. He has worked with international NGOs, UN agencies, government institutions, and academia, with a strong focus on strengthening evaluation systems and promoting evidence-based decision-making.

He holds a PhD in Public Administration, specialising in global health partnerships and their impact on M&E systems, alongside additional training in Higher Education Teaching and Digital Health from Harvard University Online.

As part of the EE programme, Dr. Grand is mentoring Bachuma Tom, who is hosted by FirstRand: Social Investing Office. Bachuma is passionate about data analysis, monitoring and reporting, and aims to become a leading M&E consultant in the social investing space.

Dr. Grand’s mentorship is helping to shape the next generation of evaluators by sharing his expertise in anticipatory action planning, climate change governance, One Health, and digital health technologies.
