Prof. Raymond Basson

Ray Basson completed his MA [ED] in the School of Educational Research, University of Lancaster, UK, and his PhD in the College of Education, University of Oregon at Eugene, USA. He taught English in secondary schools, innovating both in the classroom as well as in sport and experiential education training youth leaders across southern Africa and in the UK. His specialization in curriculum lead to a position in the Faculty of Education at the University of the Witwatersrand to establish courses in curriculum studies leading to post-graduate degrees In the School, he was part of team which laid the foundations for the taught Master degree programme in the Faculty and presently the norm within and outside the University. He has served in multiple positions till Deputy Dean of the Education Faculty. He has presented many papers at conferences, published papers in academic journals and research reports, on self-provision of education in informal settlement, empowering squatters to monitor quality in HIV/AIDS provision, integrated curriculum design, curriculum innovation, amongst others. He is the African Editor of the International Journal of Leadership in Education, A rated by the European Science Foundation, Editorial Board member of Education as Change, and reviews articles for many local education journals. As co-leader of research projects, one to include mildly challenged learners in disadvantaged mainstream schools a second aimed at developing curriculum literacy in teachers, he uses the tools of collaborative evaluation in close association with Stanford University, to promote sustainable change and self-determination in teachers.

Dr. Babette Rabie

Babette Rabie is a lecturer at the School of Public Management and Planning, Stellenbosch University. Specialising in public sector monitoring and evaluation, performance management and policy evaluation, she holds a MA (Public and Development Management) cum laude from Stellenbosch University and is currently completing her PhD on “Outcome and Output Indicators to measure the success of Local Economic Development Strategies”.
As a lecturer, I have extensive experience in designing, compiling, presenting and assessing course content for undergraduate and post-graduate programmes in programme and policy evaluation. I have presented and facilitated executive courses in public sector performance management, including introductory courses for public sector M&E, designing M&E systems, conducting evaluation studies and developing indicators, to more than 700 delegates from all spheres of government. As part of this process I have reviewed proposed M&E systems for departments, programmes and units from all spheres of government and suggested changes and improvements to these systems. Part of this knowledge has been published in peer-reviewed journals and includes an article on a proposed typology of M&E approaches and another on the exploration of the emerging M&E policy framework in South Africa.
Given the current focus on building capacity for M&E and professionalising evaluation practice in South Africa, my broad theoretical knowledge and divergent exposure to practice at different government entities may add value in this journey.

Ms. Mairy Tsigoida

Mairy Tsigoida is a Monitoring and Evaluation Specialist at Khulisa Management Services and part of Khulisa’s team of auditors.  Prior to joining Khulisa she was a senior accountant for Public Sector, International Funding Institutions (IFI) Division, at PricewaterhouseCoopers.  She has experience in strategic planning and capacity building for non-profit organizations.  She has assisted with performance measurement and skills transfer assignments as well as compliance audits.  She has overseen monitoring and evaluation (M & E) projects which have been results-oriented with specific targeted results aligned to log frames and performance indicators.  She has done analysis on qualitative and quantitative results of M & E projects based on donor methodologies, particularly the European Union (EU).  She also attended the EU’s participatory workshops on monitoring and evaluating projects.  Mairy has conducted Data Quality Assessments in the Health sector for the President’s Emergency Plan for AIDS Relief (PEPFAR) and was a verifier for the verification of certification studies in West African Cocoa Sector particularly in Côte d’Ivoire.  She recently travelled to the United States to conduct Partner Performance Assessments in the Washington DC/Maryland area as well as in New York City for the Coca Cola Africa Foundation (TCCAF).  The partners selected were Discovery Channel Global Education Partnership and the Africa-America Institute.

Ms. Anzél Schönfeldt

Ms. Schönfeldt is an experienced research practitioner with strong technical, analytical and management skills. She has worked in various industries including government, donor, private and tertiary education sectors. Her experience includes ISO, Global Fund and USAID data quality audits/assessments, system design and development, quantitative and qualitative analysis and report writing for donors such as the Gates Foundation, PEPFAR, Winrock International, USDoL and the Global Fund. Anzél serves on the South African Monitoring and Evaluation Association, ISO TC 84 Committee and SAATCA Technical Management Boards, founded and chairs the Southern African Auditor & Training Certification Authorities' Data Management Scheme under ISO 8000 and is a member of DAMA. Currently employed as a technical specialist in data quality, she holds a masters degree from the University of Pretoria and is in the process of completing a qualification in Information Quality at UALR.

Dr. Indran Naidoo

Prior to being appointed as Deputy-Director General for M&E - and thus responsible for the M&E programme of the public service in South Africa – Indran led M&E at the National Department of Land Affairs. His organisation, the Public Service Commission, has been the key player in M&E in South Africa and also holds the leadership of the Association of African Public Service Commissions in Africa (AAPSCOMS), which seeks to advance good governance on the continent. Indran teaches at the International Programme for Development Evaluation Training (IPDET), has participated in executive management courses at Oxford and Harvard universities, serves on evaluation advisory panels, publishes,  and is currently completing his PhD in M&E.

Prof. Christo de Coning

He will from the first of May 2011 do freelance evaluation and academic work until taking up a suitable academic or research position in the future.Christo has continued to pursue his academic interests and is presently a Professor Extraordinaire at the University of the Western Cape (September 2009-September 2012). He continues to supervise students at the School of Government and also has good relationships with the University of Stellenbosch and UCT. He was previously Professor and the Chair of Policy and Governance at the School of Government, University of the Western Cape (June 2004 to May 2009). Prior to that, he was a Professor at the Graduate School of Public and Development Management (P&DM, University of the Witwatersrand) from June 1997 to May 2004 in the capacity of Academic Head: Policy and Governance, Manager of the Wits Campus in Nelspruit and Manager of the Wits P&DM short and Executive Course Portfolio.

Ms. Irene Mathenjwa

Ms Mathenjwa has extensive experience in managing and conducting M&E across the entire public sector.  Her particular experience is in participatory evaluations (citizen forums, inspections and audits), and has conducted national evaluations of the Batho Pele principles etc. She holds four degrees including a Masters degree in Public Administration through the University of Stellenbosch. Her leadership, integrity and networking ability, coupled with the fact that she is strategically placed at the PSC would help SAMEA and the PSC realise its Memorandum of Understanding, which has resulted in three highly successful conferences being co-hosted to date. She will be an asset to the SAMEA Board and will ensure continuity between the SAMEA,GIZ and PSC.
