Khulisa Management Services (see www.khulisa.com) is a South African-based firm that provides a wide range of monitoring, evaluation, research, and information management services with particular emphasis on health (especially HIV/AIDS), education and social development.  Since 1993, we have served over 140 different clients including the governments, local and international donors, corporations, non-governmental organisations (NGOs), and other service providers. 

Khulisa is seeking M&E specialists for a number of anticipated projects in East Africa, West Africa and <country-region w:st="on" />South Africa</country-region />.  Working closely with the home office Project Director, the M&E specialists will ensure that the programmes meet their programmatic, technical, and operational objectives. 

These individuals will oversee and coordinate all the M&E and research activities throughout the life of the projects; including designing data base systems to conducting full M&E tracking of indicators for purpose and output activities, conceptualising appropriate M&E systems, writing reports, developing timelines, developing research instruments, collecting data, analysing data and preparing and facilitating presentations/workshops; guiding and supporting the other M&E staff and others involved in M&E duties through teamwork and supervision; assisting in HR practices such as skills development, staff motivation and development, team building, supervision of staff and recruitment and selection and project management duties. 

 

Responsibilities include, but are not limited to:

·         Providing technical, strategic, logistical, and administrative leadership for the implementation of M&E activities

·         Designing Project Monitoring Plans

·         Developing and overseeing M&E strategies and requirements

·         Designing, coordinating and conducting M& E training

·         Monitoring project performance to targets

·         Conceptualising / Designing appropriate systems for managing project data (at source, collection, collation, and for reporting)

·         Assisting in the design of electronic (e.g. database) and manual (e.g. paper-based) systems for tracking indicator data

·         Designing reporting formats and frameworks for indicator data

·         Developing research instruments, collecting data and conducting quality control

·         Performing and interpreting both quantitative and qualitative data analysis using statistical software

·         Preparing and facilitating presentations and project reports, including progress, final and financial reports

·         Participating in face-to-face meetings, telephonic conference calls and other relationship management responsibilities with project officers and other relevant stakeholders and policy makers

 

Required Knowledge, Experience and Qualifications:

The following is required:

·         Minimum Master’s Degree in relevant Social Science discipline

·         Thorough understanding of M&E principles

·         At least 5 years of demonstrated success as M&E Specialist, including at least two years in a developing country context

·         Experience with USAID M&E frameworks

The following is desired:

·         Familiarity with PEPFAR and CDC requirements and priorities is highly desirable

·         Extensive experience in instrument development and large scale quantitative and qualitative data collection and analysis

·         Database management and design knowledge

·         Familiarity with local culture/languages
