Senior Technical Advisor HMIS/SI ESI Lesotho

The Resident Technical Advisor (RTA) based in Lesotho will provide Technical support to the USAID PEPFAR program and Implementing Partners (IPs), the Ministry of Health and Social Welfare (MOHSW) and the National AIDS Council (NAC).
Overall Responsibilities: To provide technical assistance in Monitoring and Evaluation (M & E) and Health Management and Information Systems (HMIS) to the USAID implementing partners, Ministry of Health and the National AIDS Commission. The Technical Advisor will lead seek to achieve the following:
- To build monitoring and evaluation capacity (through mentoring, seminars and workshops) of the USAID/Lesotho and PEPFAR technical staff.
- Provide TA to PEPFAR implementing partners, MOH and the NAC which will enable them to have an adequate system for and capacity to monitor their respective program performance.
- Establish a plan for enhancing capacity to train and increase the resource pool for quality Monitoring and evaluation talent within country.
- Support the utilization of data generated for project improvement and service delivery.
She/he will work closely with the government, partners and clients to expand the use of Health Information Systems, with a focus on using the information to improve the performance of health services, decision making process to the management of health resources and monitor the work of provincial, district and community level health facilities. Specific Objectives:
- Provide hands-on M&E support the US PEPFAR Implementing partners and other stakeholders in Lesotho
- Develop M&E tools and guidelines
- Conduct data quality assessments
- Conduct M&E capacity building trainings
- Coordinate data gathering and aggregation
- Analyze data and prepare sector-specific and crosscutting M&E reports
Minimum Set of Qualifications:
- Masters degree in Public health, Epidemiology, M & E or any relevant social sciences
- 5 or more years continuous Experience in monitoring and evaluation and health management information systems in fairly complex systems required. Knowledge of USAID data collection and reporting requirements highly desirable
- Strong experience providing training; experience setting up training programs and workshops
- Demonstrated project management skills and experience in working within complex monitoring and evaluation efforts
- Experience in health care quality improvement and strategic planning.
- Good working knowledge of descriptive, inferential, and advanced statistics.
- Ability to work independently, take initiative and use good judgment
- Ability to work collaboratively and as part of a team. Strong interpersonal skills critical
- Willingness and ability to be flexible and to shift gears depending on changing priorities and deadlines.
