What? invitation to participate to a discussion

When?: between April 12, 2010 and May 07, 2010 

Dear evaluators, colleagues

IDEAS and AfrEA would like to jointly extend an invitation to you to participate in a virtual discussion of the challenges and solutions in evaluating the Paris Declaration.

The discussion is open to all evaluators and other actors interested in the Paris Declaration evaluation, from all the regions of the world and from all sectors. The objectives of the groups are as follows:

1.    To increase awareness of development evaluation community of the issues and challenges related with the Paris Declaration and its evaluation

2.    To improve evaluation methods and approaches used in evaluating the Paris Declaration and its principles;

3.    Collecting and disseminating knowledge associated with the evaluation of the PD;

4.    Creating a ‘virtual community and forum’ of development evaluators engaged with the PD.

The discussion shall last a month, starting April 12, 2010 and ending May 7 2010.  The group will continue to exist, pending the demand and interest of the participants.  Each week will be focusing on a specific theme with specific sub questions.   Te discussion will be moderated (Denis Jobin); the focus will be the themes and respectives sub-questions.

The themes are:

Week 1: Evaluation Quality

Week 2: Challenges and opportunities

Week 3: Appropriate tools and methods

Week 4: Transaction costs and country systems

Sub-questions will be shared in due time.

Discussions shall take place in the language of the one who post; translation is unavailable due to budget and time constraints.

IDEAS et l’AfrEA voudrais vous inviter a participer à une discussion virtuelle sur les défis et les solutions posées lors de l’évaluation de la déclaration de Paris.

La discussion est ouverte à tous les évaluateurs et autres acteurs intéressé a l’évaluation de la déclaration de Paris, de toutes régions du monde et de tous les secteurs.  La discussion sera modéré (Denis Jobin). L'attention sera porté vers les themes et questions clefs.

Les objectifs du groupe de discussion sont :

Augmenter la sensibilisation de la communauté de l’évaluation du développement aux enjeux et questions reliées à la déclaration de Paris sont évaluation;

Améliorer les méthodes évaluatives et approches utilisées lors de l’évaluation de la déclaration de Paris et ses principes

Amasser et diffuser les connaissances associées à l’évaluation de la déclaration de Paris et ses principes

Créer une communauté ‘virtuelle et un forum’ où les évaluateurs du développement engagés dans la déclaration de Paris

La discussion devrait durée un mois, débutant le 12 avril 2010 et se terminant le 7 mai 2010. Le groupe continuera a exister selon la demande et l’intérêts des participants.  Chaque semaine aura sont propre thème et les questions spécifiques qui guideront la discussion.  Les thèmes sont les suivants :

Semaine 1 : La qualité des évaluations

Semaine 2 : Les défis et opportunités

Semaine 3 : Les outils et méthodes appropriés

Semaine 4 : Les coûts de transaction et les systèmes des pays récipiendaires

Les sous-questions seront partagées en temps opportun.

Les discussions seront dans la langue de celui/celle qui lance une discussion.  Aucune traduction ne sera disponible, faute de temps et moyens.
