The Centre for Municipal Research and Advice (CMRA) requests proposals for a Midterm Evaluation of its Decentralised Response to HIV&AIDS in South Africa project. The CMRA is a research and consultancy company with its head office based in Tshwane. Its mission is to strengthen Local Government in Southern Africa (for more information visit www.cmra.org.za ).
“The Decentralised Response to HIV&AIDS in South Africa” is a three-year project funded by the Royal Netherlands Embassy and implemented in 5 local and two metropolitan municipalities. The CMRA is the implementing agency with support from SALGA and VNG International. The overall objective is to strengthen the HIV&AIDS response at the local level through supporting and advising Local Government in its response to the epidemic. This includes planning, coordination, facilitation and implementation.
In brief, this project intends to come up with structural and sustainable interventions that will:
(1) Improve and strengthen the municipal capacity to respond to the HIV and AIDS epidemic;
(2) Identify best-practices and;
(3) Provide guidelines to other municipalities not taking part in the project.
